Guidance for District Comissioners
Most district commissioners are not water people in some cases they are not even activities people but anyway, I have put together a few notes on my experience dealing with different DCs around the country
The permit restrictions that the assessor gives are important!
The "blank" permit does have restrictions as listed in the activity pages here but... The restrictions set out by the assessor may be because the person is to take sailing as an example, quite competent to drive a boat but not capable of teaching someone else in their own boat and definitely not capable of looking after 5 other sailors as is the theoretical "blank cheque" permit for lead dinghy sailing.
Compass is actually quite good
Well what I mean by that is that it works quite well for awarding permits, a county assessor can find a person on compass, sign off the technical and rules sections and pass it on to you as the DC to award, it takes you about 2 mins and its done, no sending paperwork around or anything.
